Write a one-page executive summary aimed at a senior decision-maker who has five minutes.

Structure:
- Lead with the single most important takeaway in one sentence.
- "3 things you need to know" — three tight bullets.
- "3 implications for action" — what this changes in practice.
- "2 risks worth flagging" — where this could go wrong.

No preamble. No "this report covers". No throat-clearing. Every line should earn its place.
