This is the Library of Congress's own system for bill text, votes, and amendments, so it's the most direct way to see what a piece of legislation says rather than how an article characterizes it. It doesn't include analysis or lobbying context, so a legislative-history notebook usually reads better paired with reporting on the bill's politics.
