Law & governmentfree + paid

Subscription archive of law reviews, session laws, and treaties stored as page-image PDFs. Check that downloads have a text layer before uploading.

HeinOnline's strength is depth on the historical side of law: full runs of law reviews back to their first issue, session laws, and older treaties that other legal databases don't bother digitizing that far back. That makes it good for a notebook tracing how a legal doctrine or reading of a statute has shifted over decades. Many of its older documents are page-image scans without OCR, so a PDF can look fine on screen but contribute nothing readable to a notebook unless the text layer is confirmed first.
