Papers here often circulate a year or more before formal publication, so it's a way to read an economist's or legal scholar's argument while it's still being debated rather than after the fact. That makes it useful for a notebook tracking a live policy or methodological dispute. Because it's pre-print, some papers change substantially before publication or never get published at all, so check for a later published version if one exists.
